Step 2: Register for a Card
Step 3: Go to Tab where it says Reload Options
Step 4: Click Paypal
Step 5: Put info given into your paypal info and wait 3-5 days paypal will deposit 2 amounts they appear on your statement once netspend receives them.
Step 6: Confirm bank account (put 2 mmounts in paypals info)


NOTE:
record all info used to register at netspend!

I just got my paypal verified. here are the steps...
http://www.achievecard.com/ and request a prepaid master card. Its free.
with in 1 to 2 weeks you will get your card along with a routing number and a direct deposit number. Use those to verify your paypal. I know this is a slow process but it works permanently

But you have to activate the card just like with netspend

So, you go on the web and activate it. This works 100% unless you use fake info. My paypal is active. Paypal sent me 28 cents and all i had to do was verify that.
