It was his first time o.o
and you can't say that's BAD .
It's petty good. And Sometimes you can add c4d like Matching ones and etc..
and it blur it > Motion blur
and Sharpen the person o.o

well, Im not saying he New and say it's not bad , but he new and he did a kinda good job for the first time.

That background is known as a C4D, you can get alot of them by just googling "C4D"

It's alright for your first sig.
Learn to blend the render in with the background. I didn't even notice there was text since it doesn't stand out much.
Borders really make the whole thing come together nicely too.

Tutorials help a lot.
good-tutorials.com is a good site.
tutorialized.com/tutorials/Photoshop/1 is also good.

It's pretty basic but nonetheless for a first go good effort.
I'd suggest heading over to www.dafont.com to get some better text!
