Did you download it from him? If so then that means he still needs to give you the dll file or the exe file can't work.

I'm not sure if this will work but if you got the full exe version from him then you MIGHT be able to go to tubeincreaser.com and download the trial. The dll file should come with the download and instead of opening the trial open the full version the guy sent you and that might work.
